I get when I select use same address as billing

or if type in a shipping address
"Please fill in your details to see available shipping methods."
I have tried:
my country is set in all places (wooCommerce settings) to New Zealand
I have tried to allow 'all countries' everywhere country selection is allowed
i had originally no size or weight for product.
I changed to 1Kg for all products
I have free shipping or local pick up
I have disabled Paypal sandbox
woocommerce 2.0.5
none of the configuration changes I made is solving the problem.
