bmorri17 on "Fatal Error- Can't edit site at all"

I keep getting this error:

"Fatal error: Cannot redeclare install_wtwp() (previously declared in D:\Hosting\10436280\html\wp-content\install.php:36) in D:\Hosting\10436280\html\wp-content\install.php on line 93"

I cannot actually access anything to change anything. Including removing WordPress and reinstalling it.
